-- btw most of the lcds you see around you are in fact "6 bit" (262 144) -- most people do not know. You can see it when you look at subtle "shades". This one is 16.7 mil colors, that's actually very cool!
If your main concern is cost (and this cost is considered low for you -- do not forget to account for shipping), this monitor is probably just fine. Yes, the specs are not that great (other than the 16.7 mil colors thingy), but it is not that bad either! I would use a *tiq like that any time.
Yes, 15 inch 4:3 should be darn close to what you need. If you really want to confirm, try to find the "precise" measurements of the intuos3 active area and compare to the size of the monitor.
