I have an old 386 laptop here I would like to mod with current hardware. I would like to keep the external appearance as it is, which means using the existing monochrome 640x480 LCD.

I can find information on these types of LCDs (an example of the protocol is shown below, retrieved from http://propeller.wikispaces.com/MonoLCD640):

FRAME - this signals marks the start of a frame

LOAD - this signal loads a line into the output drivers

CP - the data is sampled on the falling edge of this clock signal

DISPON - A high level indicates that the display shoud be active

VEE - Positive bias voltage around 24 V, only activate with DISPON

The video data is sent 4 bits at a time, with the top half and bottom half of the screen data being sent simultaneously.

It seems that these types of panels were common back in their day, and you could get onboard ICs to handle the transfer from VRAM to LCD, but I'm looking for a controller board so I can feed it a standard VGA signal.

Does anyone know of a controller for these types of monochrome dual scan LCDs?
